First, prepare a bleach solution using 1 part bleach to 10 parts water, then soak your seeds for 5 minutes and rinse thoroughly. Next, place the seeds in moist vermiculite, seal them in a plastic bag, and refrigerate for 2 weeks to provide the cold, moist conditioning they need. After this period, remove the seeds from the bag and vermiculite, then sow them as usual—germination typically occurs within 4-5 days. Keep in mind that Echinacea is a three-year journey: your first year will produce leafy growth, the second year brings beautiful flowers, and by the third year you'll be able to harvest the roots.
